Meet our Director, Raphael Clarke, a Marri Amu and Marri Tjevin man from the Moyle River flood plains and a devoted Territorian. Raphael's journey is an inspiring one; he began as a talented AFL footballer, spending an impressive 9 years with the St Kilda Football Club and representing the Indigenous All-Stars in 2009.
Returning to the Northern Territory, Raphael founded Wurrba, driven by a mission: to create genuine employment and upskilling opportunities for Indigenous people in the Northern Territory. As a qualified carpenter himself, Raphael leads by example, actively involved in the day-to-day operations as a hands-on Director, working closely with and mentoring his team from project to project.
Raphael holds a Certificate III in Carpentry.
Justin Moulds
Project Director

Meet Justin Moulds, a true Territorian, born and bred. With over 15 years of experience in construction project management and plumbing. Justin is an integral part of our team. His journey began in plumbing, which gives him a unique technical perspective and a deep understanding of the field.
Throughout his career, Justin has developed a profound knowledge of the Northern Territory construction industry. He has successfully managed a multitude of projects in the
Defence and Government sectors across the Territory. His expertise is an invaluable asset to our team. Justin holds a Certificate IV in Plumbing Services, Certificate III in Plumbing and Drainage, Certificate IV in Occupational Health and Safety, and Certificate IV in Project Management.

Justin is a key driver behind our ability to deliver quality projects safely and efficiently, and his expertise is a testament to our commitment to excellence.
Henry Boeck
Commercial Manager
Henry Boeck, a lifelong Territorian, plays a pivotal role as our Commercial Manager. He is entrusted with overseeing all administrative aspects of our projects, including the critical Handover Takeover (HOTO) phase on our Defence projects.
With a legal background, Henry brings unparalleled attention to detail and a commitment to quality that drives the successful delivery of our projects. His expertise is a
cornerstone of our dedication to excellence.
Henry holds a Bachelor of Laws (LLB). Henry is a key driver behind our commitment to delivering quality projects and meticulous project management.
Melanie Hogben
Safety, Environment and Quality Manager

With over a decade of dedicated service on construction projects for Defence and Government, Melanie is an invaluable member of our team.
She specialises in ensuring that all Safety, Environment, and Quality aspects of our projects meet the highest standards from inception to completion. Her unwavering commitment to excellence allows us to maintain accreditation with ISO 9001, ISO 14001, and ISO 45001.
Melanie holds a Certificate IV in Occupational Health and Safety, along with a Certificate III in Business Administration. Melanie's expertise plays a pivotal role in ensuring that our projects adhere to the most stringent quality and compliance standards, setting the bar high for our work.
Rohan Paulet
Project Manager
Rohan, an avid Barra Fisherman in the Norhtern Territory is a member of the Project management team for Wurrba, his invaluable experience in construction project management which spans across multiple states and disciplines adds to his ability to be creative to ensure positive outcomes for our customers.
Rohan started his building career in Victoria, moving into Nth QLD and then into the Northern Territory.
Rohan's certification includes Certificate III in Carpentry,
B Class Asbestos Removal & Airside Access.
Rohan has robust experience in construction, manufacturing and property maintenance, giving him a unique understanding of project management.

Nathan Joyce
Project Manager
A relatively new resident to the Territory, Nathan has been visiting the Northern Territory for over 25 years, Nathan brings over 25 years of invaluable experience in civil project management to the Wurrba team.
Nathan's journey began in project management, where he kick-started his career by working on Flinders Ports Holdings in South Australia.
Nathan's unique background offers a comprehensive understanding of Civil and project management, making him a valuable asset to our team. Nathan holds a Certificate III in Civil Construction and a Diploma in Project Management.

Tom Jagger
Site Manager
Tom is a true Territorian, born in the Territory and spending his first 4 years on the Tiwi Islands before moving to regional Victoria where Tom's construction career started before he returned to the Northern Territory in 2021.

Tom has worked on some of the Northern Territory's largest constructions and through this work has been able to build his understanding of site requirements through many types of builds and refurbishments.
Tom has Certificate III in Carpentry and is proudly the Wurrba First Aid Officer.
Tom's understanding of the Territory and its challenges, his relationships and his tenacity ensure even the most complex works are managed efficiently.
